David is a law enforcement liaison and principal instructor for the KU Public Management Center's Law Enforcement Leadership Academy. He received a Bachelor’s degree in Public Administration from Park University and a Master’s Degree in Public Administration from the University of Kansas. His public service career includes serving in the Marine Corps Reserves and more than 30 years working for the City of Lenexa in both the Public Works and Police Departments. He was hired as a police dispatcher in 1987, became a police officer in Lenexa in 1990, transferred to investigations as a detective in 1994, and promoted to the rank of Sergeant in 2003 where he supervised shifts in the Patrol Division. He has steadily climbed the ranks working in each Division within the Department with various responsibilities that include supervising and managing IT staff and projects, records personnel, emergency communications personnel and processes, Patrol Division and Investigations Division staff and functions. David also works closely with various community groups, facilitating discussions on policing practices and procedures, community needs and perceptions, and works to improve mutual understanding between and among the department, law enforcement in general, and the community. David currently holds the rank of Major and is responsible for the Investigations and Support Services Division of the City of Lenexa Police Department.

Vince is a law enforcement liaison and a principal instructor for the Kansas Law Enforcement Leadership Academy. He has a Masters in Public Administration from the University of Kansas and a Masters in International Studies, also from the University of Kansas. His public service career includes 24 years with the Kansas City, Kansas Police Department where he currently holds the rank of major and serves as the Assistant Bureau Director for Criminal Investigations. His command assignments have included Homicide/Robbery, CSI, Patrol and Community Policing. He also served as director of the Kansas City, Kansas Police Training Academy for five years. He is a strident advocate of innovation and excellence in law enforcement.
